The Russian National Committee for UNEP (UNEPCOM) has endorsed an initiative of Rosneft and the Russian Geographical Society to develop a programme for comprehensive Arctic research

A mix of scientific and technical specialists will develop an approach to Arctic exploitation that recognises the region’s value as a source of hydrocarbons whilst balancing the considerations of environmental concern

This programme will help to set out the principles of special economic activity regulations in the region, including clear ecological rules of shelf development.

The initiative was first announced during a roundtable event in July.

A mix of scientific and technical specialists will develop an approach to Arctic exploitation that recognises the region’s value as a source of hydrocarbons whilst balancing the considerations of environmental concern.

The Russian National Committee for UNEP (UNEPCOM) was established in 1994 as a joint initiative of the UN Environment Programme (UNEP) and a the number of Russian state organisations, including the ministry of foreign affairs, as well as members of the country’s scientific and business community.

The main purpose of UNEPCOM is to bring together scientific, business and civil society to address the problems of the environment and to promote sustainable development of Russia.

Rosneft joined UNEPCOM in 2011.

Currently, UNEPCOM engages in environmental oversight of Rosneft projects and organises ecological studies that consider the natural perils and risks in planned operations.

In addition, UNEPCOM works out recommendations for remote monitoring systems to support large marine animals security at Rosneft projects on the Russian Arctic shelf.

Academician Laverov Nikolai Pavlovich, a member of the Presidium of the Russian Academy of Sciences, chairman of the interdepartmental commission on environmental safety of the Russian Security Council is the president of UNEPCOM.

The UNEPCOM council consists of prominent Russian scientists and experts in the field of environmental protection, environmental services of large industrial companies and representatives of environmental NGOs.
